Kevin was first elected in 2001, and has held positions in the administration including Cabinet Support Member for Highways, Transportation & Wsste, Cabinet Member for Better Access and Cabinet Member for Finance & Resources. He is currently the vice-chairman of the Scrutiny Commission, and is one of the three Scrutiny Commissioners set up when Scrutiny was re-organised in 2009.
The Gartree Division consists of 26 parishes in three district wards (Billesdon, Glen and Kibworth) and can be classified as a deep rural community. This presents specific problems with limited public transport, some small primary schools, restricted access to public libraries, although there is an excellent mobile library service, few post offices or shops and reduced opportunities for some leisure activities. Kevin has led campaigns to stop a 15,000 home development outside Great Glen, and to ensure improvements to the community health provision in the area.
